CONSTANCE BAY REAL ESTATE

Constance Bay Wells, Septic and Home Inspections: A Buyer's Guide

Every home in Constance Bay relies on its own well and septic system. There’s no municipal water or sewer in the village. That means a Constance Bay home inspection has to go further than a standard city inspection: you’re also buying a private water supply and a private wastewater system, and both need their own checks.

This guide explains what makes Constance Bay different, what to test, and how to write those checks into your offer so you’re protected.

Why wells and septic matter more in Constance Bay

The City’s Village of Constance Bay Secondary Plan states that the village “is serviced solely by individual water supply and sewage systems.” The same plan calls for hydrogeological studies on new development to protect the aquifer and limit nitrate build-up. Small lots, sandy soils and many wells and septic beds sharing one area are the reason.

Three local factors stand out:

  • Sandy soil. Much of the village sits on sand next to the Constance Bay Sand Hills. Sand drains quickly, which can help a septic bed work, but it also lets effluent travel faster toward groundwater.
  • Small, older lots. Many lots were laid out for summer cottages. The well and septic can sit closer together, or closer to a neighbour’s system, than modern rules would allow on a new lot.
  • Flooding near the river. Low lots near the Ottawa River flooded in 2017 and 2019, and floodwater can contaminate wells and saturate septic beds. See my guide to Constance Bay flooding.

None of this makes Constance Bay a bad place to buy. It means the well and septic deserve the same attention as the roof and the foundation.

How to check a Constance Bay well

A well check has three parts: the paperwork, the water quality and the water quantity.

Find the well record. Ontario keeps records for many wells. Search the address on Ontario’s map of well records to see how deep the well is, when it was drilled and what the driller found. Wells are regulated under Ontario Regulation 903. An older dug or shallow well deserves more scrutiny than a modern drilled well with a proper cap.

Test the water quality. Start with bacteria. Public Health Ontario tests private well water for E. coli and total coliforms free of charge, and results usually come back in two to four business days. Ontario’s guide to testing and treating private water wells explains how sampling and treatment work. Free testing doesn’t cover chemistry, so for nitrates, sodium, hardness, iron and other minerals, use a licensed private lab and compare the results with Health Canada’s drinking water guidelines. Given the village plan’s concern about nitrates, I’d always include a nitrate test.

Check the water quantity. A flow test shows whether the well can keep up with a household. This matters most in a converted cottage that was built for weekend use. Ask the seller about any history of the well running low in late summer.

How to check a Constance Bay septic system

A septic system is buried, so you can’t judge it from a walk-through.

Ask for the records. Ask the seller for the installation permit, the pump-out history and any repair invoices. The Ottawa Septic System Office, part of the Rideau Valley Conservation Authority, administers the septic rules in the Ontario Building Code for Ottawa and issues permits for new and replacement systems. Ask OSSO what records it holds for the property.

Book a septic inspection. A licensed septic contractor can locate the tank, pump it, inspect the baffles and tank condition, and check the leaching bed for wet spots, odours or surfacing effluent. A home inspector’s visual check of the yard isn’t the same thing.

Match the system to the house. Septic systems are sized for the home’s use, usually by bedrooms and fixtures. A cottage that grew from two bedrooms to four may still have its original system, and fixing that can mean a new system. My guide to buying a cottage conversion in Constance Bay covers this in more detail.

Watch for flood plain rules. Near the river, a new or replacement septic system may also need a permit from the Mississippi Valley Conservation Authority. If the system on a waterfront lot will need replacing soon, factor that approval time into your plans.

What a full Constance Bay home inspection should cover

A good inspection in Constance Bay usually means several specialists, not one visit. I suggest buyers plan for:

  1. A general home inspection, with extra attention to the foundation, crawlspace, roof and electrical
  2. A well water test (bacteria plus chemistry) and a flow test
  3. A septic inspection with pump-out by a licensed contractor
  4. A WETT inspection if there’s a wood stove
  5. A long-term radon test after you move in (Health Canada recommends testing every home)
  6. A flood plain check with MVCA if the lot is near the water

My guide to what to look for in a home inspection explains how to read the report. For the general rural picture, see well water systems and septic systems explained.

How to protect yourself in the offer

In Ontario, conditions are written into the Agreement of Purchase and Sale. For a Constance Bay home, I usually recommend conditions for:

  • A satisfactory home inspection
  • Satisfactory well water quality and quantity results
  • A satisfactory septic inspection
  • Satisfactory insurance
  • Financing

In a busy spring market, some buyers try to shorten or drop conditions. With a private well and septic system, that’s a real risk. If timing is tight, line up the septic contractor and the water lab before you offer, so the checks can happen quickly.

For sellers: get ahead of the questions

If you’re selling a Constance Bay home, every serious buyer will ask about the well and septic. A recent water test, a septic pump-out receipt and any permits in a folder make your home easier to buy, and help your listing stand out against homes that can’t answer the same questions. My guide to selling a rural home in Ottawa explains how to prepare.

Warning signs of septic trouble

Septic problems rarely announce themselves early, but a few signs are worth knowing whether you’re viewing a home or already living in one:

  • Slow drains or gurgling in several fixtures at once, not just one sink
  • Sewage odours in the yard, especially near the tank or leaching bed
  • Unusually green, soggy or spongy grass over the bed in dry weather
  • Water pooling or surfacing over the leaching bed
  • Backups into the lowest drains in the house

During a showing, walk the area over the septic bed. In Constance Bay’s sandy soils, a wet or lush patch in midsummer deserves a question.

Looking after a septic system once you own it

A well-maintained system can last for decades. A neglected one can fail early and expensively. Good habits:

  • Pump the tank regularly. How often depends on tank size and household, so ask your septic contractor for a schedule.
  • Spread out water use. Run laundry over several days instead of all at once, and fix leaking toilets and taps.
  • Keep the wrong things out. Grease, wipes, paint, solvents and medications don’t belong in a septic system.
  • Protect the leaching bed. Don’t drive or park on it, build over it or plant trees near it.
  • Divert roof and surface water. Downspouts and sump discharge shouldn’t flow onto the bed.

Keep every pump-out and repair receipt in one folder. When you sell, that folder answers a buyer’s biggest rural question before it’s asked.

Water treatment options for Constance Bay wells

If your water test shows a problem, there’s usually a practical fix. The right equipment depends on what the lab finds, so treat the test as the starting point, not the equipment:

  • Bacteria: a UV disinfection system, after the well itself has been inspected and shock-chlorinated where appropriate
  • Hardness: a water softener
  • Iron or sediment: filtration suited to the type of iron
  • Nitrates: usually reverse osmosis at the kitchen tap, plus finding and fixing the source where possible

Treatment systems need upkeep too: UV bulbs, filters and softener salt. Ask the seller what’s installed, how old it is and when it was last serviced. After any change, retest to confirm the water is safe, and keep testing regularly, especially after spring thaw or flooding.

Paperwork to collect before closing

Before you close on a Constance Bay home, try to have copies of:

  • The well record, and any recent water test results
  • The septic permit, pump-out history and inspection report
  • Receipts and warranties for water treatment equipment
  • Any MVCA permits for work near the shoreline

Your lawyer can help you request documents the seller can’t find, and it’s much easier to gather them before closing than after.

If you’re unsure what a report means, ask the lab or your septic contractor to walk you through it before your conditions expire.

Working with Jason on the sale of my property was genuinely one of the smoothest professional experiences I've had. He was responsive at every step, patient with every question (and I had many), and he clearly knew the local market inside and out. My sale wasn't a simple one — there was a tenant, a rental water heater, a plumber to coordinate, and plenty of complications that made this a genuinely difficult case. Jason handled all of it with calm, practical advice and always got back to me quickly, often with a solution before I even finished asking about the problem. What stood out most was his honesty. He didn't push, he didn't overpromise, and every recommendation he made turned out to be exactly right. I felt like I had a professional in my corner from day one. If you're looking for a realtor who is knowledgeable, responsive, and genuinely trustworthy, I can't recommend Jason highly enough. Thank you, Jason — much appreciated!

Outstanding Experience with Jason Polonski! Last May, my wife and I sold our home in Stittsville with Jason Polonski, and we couldn't be happier with our decision. Jason made the entire process remarkably smooth and stress-free. From day one, Jason stood out for his exceptional communication. He was always prompt and available to answer our queries—often within minutes—no matter the time of day. Whenever we had questions regarding paperwork, listing strategies, or handling property details, he addressed every concern with a truly genuine, human touch. What impressed us most was how proactive and reassuring he was at every step. When we had to coordinate the buyout of our water heater rental, Jason handled the reimbursement seamlessly, reassuring us with, "We should have a smooth sale now. :)"—and it truly was! Even post-closing, when we needed to arrange delivery for mailbox keys or track down final funds from head office, Jason stayed on top of every detail, putting a rush on things and constantly keeping us updated. Jason is a dedicated, attentive, and highly professional realtor who genuinely cares about his clients. It has been an absolute pleasure working with him, and we highly recommend Jason Polonski to anyone looking to buy or sell a home in the Ottawa region.

Buying our first home was a huge milestone for us, and we genuinely couldn't have asked for a better person to guide us through it than Jason. From day one, he made the entire process feel so much less overwhelming. What could have been a stressful experience was instead exciting, enjoyable, and honestly a lot of fun. He has a great sense of humour and a way of keeping things light when needed, while still being incredibly thorough and professional. One of the things we appreciated most was how much he genuinely cared about finding us the right home. He wasn't just trying to help us buy a house, he wanted to make sure we were making a good decision. He took the time to point out things we never would have noticed ourselves, shared insights about the homes we viewed, and was always looking out for potential issues that could become headaches down the road. It was obvious that he wanted us to end up somewhere we'd be truly happy, not just somewhere that checked a box. He also listened. Every preference, every must-have, every little detail we mentioned along the way was remembered and taken into consideration. We never felt pressured, rushed, or like we were compromising on what mattered to us. On top of that, he was incredibly responsive and always on the ball. Whether it was answering a last-minute question, booking a showing, or helping us navigate the next step, he was always there when we needed him. We felt supported every step of the way, and that's not something we'll forget. If you're looking for a realtor who is knowledgeable, honest, hardworking, and genuinely invested in his clients, we can't recommend Jason enough. We are so grateful for everything he did to help us find our home.

Constance Bay Wells and Septic FAQs

No. The village is serviced entirely by private wells and septic systems, according to the City’s secondary plan for Constance Bay.

Testing for bacteria such as E. coli and coliforms is free through Public Health Ontario. Chemical tests, such as nitrates and minerals, need a licensed private lab.

Ask the seller for the permit and pump-out records, and ask the Ottawa Septic System Office what records it holds. A licensed septic contractor can also assess the tank’s condition.

Yes. The City’s secondary plan for the village specifically raises nitrate build-up in the aquifer, so a nitrate test is a sensible part of any well check.

Yes. Floodwater can saturate a leaching bed and push water into the tank. If a home flooded, ask what was inspected or replaced afterwards.

At minimum: home inspection, well water quality and quantity, septic inspection, insurance and financing. Your REALTOR® and lawyer can help with the wording.
