Buying a Constance Bay rental property is possible, but short-term cottage rentals are much more limited than many buyers expect. Constance Bay is a designated village in Ottawa’s Official Plan, and the City’s short-term rental rules allow only principal residences to be rented short-term in villages. The separate “cottage rental” permit is only for rural properties outside villages. Long-term rentals are allowed, but they come with Ontario’s tenant protections.
If you’re planning to buy a Constance Bay cottage and cover costs with Airbnb, read this before you make an offer.
Yes. The City’s Official Plan lists Constance Bay among the villages with their own secondary plan, alongside Carp, Greely, Manotick, North Gower and Richmond. That designation matters because Ottawa’s short-term rental bylaw treats villages differently from the rest of the rural area.
Village boundaries don’t always follow what locals call “Constance Bay.” Some nearby addresses may fall outside the village. Before you buy, confirm with the City which designation applies to the exact property.
Ottawa requires a permit for any rental of less than 30 consecutive nights. According to the City’s short-term rental page, short-term rentals are allowed in:
For a Constance Bay home inside the village, that means you can rent short-term only if it’s your principal residence: for example, renting your own home while you travel. You can’t buy a second property in the village and run it as a full-time short-term rental.
Hosts must also list only through City-registered platforms, show their permit number and guest limit in every listing, and give guests local rules and emergency information. Permit fees and terms change, so check the City’s current fee schedule before you apply.
Ottawa’s vacant unit tax applies to residential properties that weren’t anyone’s principal residence and sat unoccupied for more than 184 days in the previous year. Every owner must file a declaration each year, even for a home they live in. If you don’t declare, the City treats the property as vacant.
There’s no general cottage exemption. The cottage rental exemption only covers rural properties with a valid host permit that were rented at least 100 days, and that permit isn’t available inside villages. A Constance Bay cottage you use on summer weekends and leave empty the rest of the year could be taxed. The City’s page describes a rate that starts at 1% of assessed value and rises for consecutive vacant years. Confirm the current rate with the City before you buy.
Renting a Constance Bay home to a long-term tenant is allowed and avoids the vacant unit tax if the tenant lives there. Demand comes from people who want the village lifestyle before buying, families relocating to Kanata, and workers who need a rural base.
Long-term tenancies are governed by Ontario’s Residential Tenancies Act. Key points for investors:
The CMHC publishes rental market data for the Ottawa area, which can help you estimate rents. For a broader view, see my guide to buying a rental property in Ottawa.
Ottawa’s short-term rental rules mention secondary suites and coach houses, but in Constance Bay the bigger question is servicing. Every home relies on a private well and septic system, and adding a unit usually means more septic capacity. Before you plan a second unit, check zoning with the City and septic requirements with the Ottawa Septic System Office. Near the river, the Mississippi Valley Conservation Authority may also need to approve the work.
Rental income is taxable, and you can deduct eligible expenses. The Canada Revenue Agency’s rental income guide explains what counts. If you own a cottage and a home, only one can be designated as your principal residence for any given year, which affects capital gains when you sell (CRA guidance). I’m a REALTOR®, not a tax advisor, so verify your situation with your accountant, because rules change.
A standard homeowner policy usually won’t cover a property you rent out. You’ll need landlord or rental coverage, and near the river, overland flood coverage may be limited or expensive. The Insurance Bureau of Canada explains the main policy types. Get a written quote before you firm up an offer. My guide to Constance Bay flooding explains what insurers ask.
For most investors, a Constance Bay home works best as a long-term rental or as a future home you rent out for a few years first. It rarely works as a pure short-term rental business, because the bylaw doesn’t allow it in the village.
Run the numbers on a long-term rent, not a summer nightly rate. Include property tax, insurance, well and septic upkeep, heating if you include it, and a reserve for repairs. Older cottage conversions often need more maintenance than suburban rentals. My guide to cottage conversions in Constance Bay explains where the costs hide, and real estate investing in Ottawa covers the wider market.
If a short-term rental cottage is the goal, look at rural properties outside designated villages, where the cottage rental permit is available. Confirm the designation and the permit rules for each property before you buy. I can help you compare options across West Carleton and beyond.
Before you make an offer on a Constance Bay home you plan to rent, work through this list:
A rural rental needs more hands-on care than a city condo. Decide before you buy who will handle these jobs:
Spell out responsibilities in the lease, within what Ontario’s standard lease allows. Many owners hire a local property manager or handyman, which is a cost to include in your numbers.
Some buyers take a different route. They buy a Constance Bay home as their own principal residence, live in it for a few years, then rent it out long-term after moving on. While it’s your principal residence, renting it short-term while you travel can be allowed with a City permit. Before you rent it out after moving, talk to your accountant about how the change of use affects your taxes.
Ottawa’s short-term rental bylaw and vacant unit tax have both changed since they were introduced, and they may change again. Always confirm the current rules on the City’s website, or with City staff, before you commit to a purchase that depends on rental income.
Getting the rules right before you buy protects both your investment and your neighbours, and keeps you out of costly disputes with the City.

Working with Jason has been an absolute privilege from start to finish. Finding the right realtor can be daunting, but Jason exceeded every expectation. He is remarkably knowledgeable and was extremely punctual and responsive to every question or request we had, no matter the time or the day. What stood out most was his complete sincerity and zero-pressure approach. When we walked through houses, he was transparent, pointing out both the pros and potential red flags instead of trying to make a quick sale. His honest feedback gave us complete confidence in our decision. If you want a dedicated, honest, and highly skilled agent in your corner, look no further than Jason!Posted on Google![]()

Jason helped me buy my first home. He was extremely responsive and available from our very first call, and assisted with booking multiple viewings across Ottawa. He was punctual to every viewing and honest with his feedback with the homes we saw, and when it came time to go from viewing to buying, he had an impressive array of contacts from brokers to inspectors to lawyers, all with excellent reviews and who were great to work with in their own right. As a first-time home buyer, his responsiveness and patience with many questions were extremely reassuring and really streamlined the process, and I signed an offer on my home within just 2 weeks of meeting him. I would strongly recommend Jason to anyone buying a home in Ottawa, especially to those who are strangers to the process like I was. Thank you again, Jason!Posted on Google![]()

Working with Jason on the sale of my property was genuinely one of the smoothest professional experiences I've had. He was responsive at every step, patient with every question (and I had many), and he clearly knew the local market inside and out. My sale wasn't a simple one — there was a tenant, a rental water heater, a plumber to coordinate, and plenty of complications that made this a genuinely difficult case. Jason handled all of it with calm, practical advice and always got back to me quickly, often with a solution before I even finished asking about the problem. What stood out most was his honesty. He didn't push, he didn't overpromise, and every recommendation he made turned out to be exactly right. I felt like I had a professional in my corner from day one. If you're looking for a realtor who is knowledgeable, responsive, and genuinely trustworthy, I can't recommend Jason highly enough. Thank you, Jason — much appreciated!Posted on Google![]()

Outstanding Experience with Jason Polonski! Last May, my wife and I sold our home in Stittsville with Jason Polonski, and we couldn't be happier with our decision. Jason made the entire process remarkably smooth and stress-free. From day one, Jason stood out for his exceptional communication. He was always prompt and available to answer our queries—often within minutes—no matter the time of day. Whenever we had questions regarding paperwork, listing strategies, or handling property details, he addressed every concern with a truly genuine, human touch. What impressed us most was how proactive and reassuring he was at every step. When we had to coordinate the buyout of our water heater rental, Jason handled the reimbursement seamlessly, reassuring us with, "We should have a smooth sale now. :)"—and it truly was! Even post-closing, when we needed to arrange delivery for mailbox keys or track down final funds from head office, Jason stayed on top of every detail, putting a rush on things and constantly keeping us updated. Jason is a dedicated, attentive, and highly professional realtor who genuinely cares about his clients. It has been an absolute pleasure working with him, and we highly recommend Jason Polonski to anyone looking to buy or sell a home in the Ottawa region.Posted on Google![]()

Only in your principal residence. Constance Bay is a designated village, and Ottawa allows short-term rentals in villages only in the host’s principal residence. The cottage rental permit applies to rural areas outside villages.
It can. If the home isn’t anyone’s principal residence and sits unoccupied for more than 184 days a year, Ottawa’s vacant unit tax may apply. Every owner must file an annual declaration.
Yes. Long-term rentals are allowed and follow Ontario’s Residential Tenancies Act, including tenant protections and, for many units, rent increase limits.
Possibly, but it depends on zoning and septic capacity. Check with the City and the Ottawa Septic System Office, and MVCA if the lot is near the river.
Ottawa allows cottage rentals with a separate permit on rural properties outside designated villages. Confirm the designation and permit rules for each property.
Yes. Rental income is taxable, and eligible expenses can be deducted. Speak with an accountant about your situation.
